Approximately 100 thousand Ukrainians received conclusions from the new electronic system for assessing daily functioning. This system was developed on the Diia.Engine platform and started operating on January 1, 2025, replacing the old MSEC.

The Ministry of Digital Transformation noted that the old system was opaque, and the assessment process was exhausting.

Now everything has become faster, simpler, and clearer:

  • All documents are maintained in electronic format, there is no need for paper certificates.
  • Expert assessments can be conducted remotely, so there is no need to waste Time on travel.
  • The process is automated and transparent, avoiding corruption.

The operation of the system can be explained as follows:

  • The doctor creates an electronic referral in the system.
  • The expert team reviews the case and makes a decision in electronic form.
  • The person receives the decision via their email or through the doctor.

The main advantages of the new electronic system are:

  • Information on the work of expert teams is publicly available on the dashboards of the Ministry of Health, ensuring transparency.
  • All data is protected, and the case history is recorded in the system, guaranteeing security.
  • A person can undergo assessment in person, remotely, or even at home, ensuring accessibility.
  • For doctors, all documents are stored in one system, making the process faster and more convenient.

The new electronic system for assessing daily functioning is a free digital tool for doctors, administrators, and expert teams, built on the Diia.Engine platform. The use of Diia.Engine has simplified the development of the system thanks to built-in low-code components. Additionally, since Diia.Engine is a government-standardized solution, the support and modernization of the system have become much easier and do not require dependency on developers.

Diia.Engine is already used by 23 government agencies, including 11 ministries and 12 executive authorities. Based on this platform, over 40 registries and systems are operational.

This new electronic evaluation system simplifies the process for Ukrainian citizens and improves the quality of medical services. It allows for more effective interaction between doctors and patients, providing transparency, security, and accessibility.
