The government has approved new rules for distributing educational subvention
The Cabinet of Ministers of Ukraine has made a decision to implement fundamental changes to the mechanism of distributing educational subvention, which will significantly impact the funding of general educational institutions in 2025.
According to the resolution 'Certain issues regarding the distribution of educational subvention for 2025', approved on December 5, 2024, it is planned to make radical changes in the approaches to school funding.
The Ministry of Education of Ukraine reports this. The new model of subvention distribution will be based on data about the number of students as of November 1, 2024, which will allow optimal planning of the school network and improving the quality of education. A major innovation is the inclusion of students from public and private institutions with a number of 45 students and more, excluding primary and special schools.
The government explains this decision by the problems of small schools, where children lack social interaction and a quality educational environment. Such educational institutions often face a shortage of subject teachers, which negatively affects the learning level.
Statistical data from external independent assessment and the international PISA study confirm the need for structural changes. The distribution of subvention for the first eight months of 2025 has already been approved, but the calculation mechanism for September-December will be finalized after updating data in the Automated Information Complex of Educational Management (AICOM) 2.0.
