Apartment prices have changed - where is the cheapest housing in Ukraine.


Apartment prices in Ukraine remain one of the key indicators of stability both in regions and in the country as a whole. Even during the war, the real estate market continues to function, although it faces new challenges and trends, depending on the security situation. For those looking for affordable housing, there are cities where prices remain relatively low. According to analysts from the OLX Real Estate portal, the cheapest housing is traditionally found in frontline cities and in other regions.
One-bedroom apartments: where is the cheapest housing for the start
The lowest prices for one-bedroom apartments have been recorded in cities located near the front line. The list of cities with affordable housing includes Kherson, Zaporizhzhia, Sumy, Mykolaiv, and Kharkiv. Prices in May 2025 have changed little compared to the previous year, except for Kharkiv, where an increase of 20% was noted. There are also affordable cities such as Kropyvnytskyi, Dnipro, Chernihiv, Poltava, and Khmelnytskyi.
Khmelnytskyi stands out as one of the few cities where prices for one-bedroom apartments have also increased (+10% per year).
Two-bedroom apartments: where the price is still attractive
Two-bedroom housing is often chosen by families. The lowest prices have been recorded in Kherson, Zaporizhzhia, Sumy, Mykolaiv, and Kharkiv. In most of these cities, prices remain stable, but Kharkiv has noted the highest increase (+26% year-on-year).
In rear cities such as Chernihiv, Poltava, Khmelnytskyi, Dnipro, and Kropyvnytskyi, prices are somewhat higher but still remain affordable.
Three-bedroom apartments: maximum space for minimal cost
Three-bedroom apartments, which are often chosen by large families, show a significant price difference depending on the region. The most affordable offers on the secondary market are in the cities of Kherson, Zaporizhzhia, Sumy, Mykolaiv, and Kharkiv. In Dnipro and Kropyvnytskyi, prices for three-bedroom apartments are about 2 million UAH, while in Khmelnytskyi and Poltava they are 2.1-2.2 million UAH. Chernihiv is the most expensive in this segment.
Chernihiv and Kharkiv have recorded the highest price increases over the past year (+22% and +18% respectively).
Price geography: how safety affects the cost of housing
Housing prices today are primarily determined by the state of security, experts emphasize. Rear cities remain attractive for those seeking safe housing at a moderate price. However, the gradual increase in prices in such cities indicates trust in stability and potential for future development. It is projected that by 2025, housing prices may rise by 5-10% in cities with a stable situation.

The National Bank of Ukraine has approved a Strategy for the development of mortgage lending aimed at reforming the housing loan market. It is also worth paying attention to the fact that purchasing housing requires attention to all the details of the transaction and contract.
Compared to last year, apartment prices in Ukraine remain stable, with some increases in certain regions. The cheapest housing can be found in frontline cities, and safety is an important factor affecting prices.
